Early Detection and Rapid Response

Screening activities are a daunting challenge for Homeland Security and law enforcement agencies, stretching the limits of human and IT resources. Time is of the essence: new information needs to be integrated and disseminated very rapidly, people in duty must make critical decisions under constant pressure, and responses must rapidly and efficiently be coordinated across geographic areas, services, agencies and levels of government.

Equally complex is the task of presenting a consistent, unbiased and resilient face to decision making and enforcement in this time-sensitive environment. Field decisions and priorities should embody evolving agency-level policies and guidelines throughout intelligence, investigative and prevention processes. Field decisions and activities should be fully auditable and traceable.

To add to the challenge, homeland security screening requires a holistic approach and the integration of multiple sources of information for meaningful correlation of data and events. The Homeland Security, Intelligence and law enforcement communities have to rapidly transition from a need-to-know to a need-to-share approach, while systems have to evolve to enable greater information sharing, collaborative policy formulation, and easier access to information. In the long run, the challenges will grow, as international systems will have to interoperate to address the needs of a global economy.
